ABSTRACT

The problem with the English state education sector is not a lack of grip. Conversely, as Academies Minister, Lord Agnew, explained, the Department for Education is actually consulting on raising the level of oversight in the LA maintained sector to bring it up to the level of academy trusts. The problem with the English state education sector is not a lack of grip. However, the much larger issue is that globally respected education system is so fragmented and fractured that it is on the verge of a breaking point. The issue is that government no longer thinks about the system costs of education. Indeed there is scant evidence that government thinks about education as a system at all. Nationally, the people need to reimagine the system of school oversight and move away from the deficit model. RSCs would use and share this information for impartial educational and governance system improving.
