ABSTRACT

This chapter addresses how ICTs can be harnessed through interactive learning and competence building with the help of institutional interventions. To address the issue at hand, the study adopts a qualitative approach under the system of innovation framework by undertaking two case studies in India and China. In India, the study discusses the role of M. S. Swaminathan Research Foundation which facilitates the use of ICTs. In China, to comprehend the role of institution towards interactive learning and competence building, the study discusses the Department of Agriculture, the prime actor for ICT intervention in agriculture, village leaders and farmers of Yuhang. The study found that institutional interventions play an important role in harnessing ICT use among the agricultural farmers. The study revealed that even the poorest region or farmers can benefit from ICT. The study reveals that institutional interventions changed both the agricultural sectors and economic conditions of the farmers.
