ABSTRACT

This chapter traces the evolution of the agriculture innovation system and uses a case study of North Indian states to show its effectiveness in terms of raising the productivity of agriculture. It covers more than four decades (1970–2013/14), both during the Green Revolution’s rise of productivity and the fall in the productivity growth rate in the recent decades. To understand the rise and fall of agriculture productivity, the chapter adopts an evolutionary approach and uses innovation input and output measures to analyze the factors behind productivity rise and fall. The analysis-based policy issues are identified to revamp the innovation system to resurrect the agriculture productivity growth.
