ABSTRACT

The chapter addresses the tensions around water resources development, including dam building, in the Nile and the role of the Nile Basin Initiative in addressing them. The authors suggest that the role of the NBI can be defined as one of “conflict transformation”: 20 years after its establishment, it is possible to show how the NBI process has contributed to transform the regional hydropolitical relations. Transformation into “what,” how, and with what kind of outcomes will be discussed in this chapter.
