ABSTRACT

This chapter examines the universe of available options for conventional verification in order to assess their feasibility, their relative strengths, and their probable costs. It discusses the first phase of Conventional Forces in Europe (CFE) as a way of exploring the limitations and possibilities inherent in all future European arms control verification schemes. Formal reduction postures under consideration in CFE grew out of a larger body of arms control proposals that emerged from the academic, political, and scientific communities, many of which would go further than those currently discussed at CFE. The CFE talks will mainly deal with major military equipment; limits on personnel will probably involve withdrawal of units or individual soldiers. The chapter argues that verification of conventional forces and weaponry is an accepted part of the diplomatic and military approach to arms control. The creation of a comprehensive verification system for conventional reductions not only reflects but also builds confidence in compliance.
