In this chapter, the author present his thoughts into the context of what has occurred in Colorado. Colorado has one of the best weather modification laws in the United States. Everyone seems to have a different reaction to weather modification. In this particular case the Aspen city council had requested a weather modification program to offset what they consider to be poor ski conditions. The weather modification firms, the sponsors of projects, and often the universities involved have not developed the tools, the analyses, the models to enable them to understand societal impacts as they should. For someone in a regulatory position the law clearly requires an affirmative showing of economic benefits and other benefits. There must be a discussion of disbenefits, and there should be an analysis between the two. That is what a weather modification law ought to require.
