ABSTRACT
The technology of weather modification has developed to the stage where many states have found it necessary to enact laws to regulate and control cloud seeding. Also, there have been a number of lawsuits related to weather modification. The discussion about use of cloud seeding for military purposes gave a sense of the emotional barriers that can be built around the entire topic of weather modification. In many areas of our society, emotion prevents us from developing rational and logical approaches to problems. In areas affected by a weather modification project, some persons will like it and some will not. The themes running through the symposium are important to the National Conference of Lawyers and Scientists. Our goal in selecting weather modification as the first topic for analysis was to learn which of the issues could be faced in a concerted effort by lawyers and scientists together.
