ABSTRACT
The largest portion of it concerned inter-governmental affairs, so it was assigned to a subcommittee with jurisdiction over intergovernmental affairs chaired by now-deceased Tormey McDonald of Massachusetts. We were in trouble in 1964 and there were people trying to modify the weather or there, and there was great concern. There still is great concern. The witnesses pointed out many of the difficulties that we had struggled with. We knew we had not come up with perfect solutions. Also there was the question of definitions. One was how to define weather modification. While we try to modify the weather, we should keep in mind that the weather of this world is a most potent thing, and what we do may have ramifications going beyond the borders of this nation, whether it be Canada or Mexico or the European continent.
