ABSTRACT

Colorado by legislation has declared that operational, research and experimentation weather modification programs shall be encouraged, and declaring further that Colorado “claims the right to all moisture suspended within the atmosphere which falls or is induced to fall.” Even though weather modification techniques have been used over a long number of years at the research, experimental, and operational levels, there is no hard evidence that weather modification is a predictable science. Notwithstanding this state of the art, many treat weather modification as if it were. Colorado is presently in the grips of a drought, which appears to be a part of a situation which is presently affecting all of the western states. To reverse the situation, our governor has called for and signed into law “with a roll of the dice” legislation to operate weather modification programs in designated areas of the state.
