ABSTRACT

Andrew Kopkind, a prominent American social critic, scolds "most advocates of disarmament" for consigning the arras race to "irrationality and insanity." The persistence of the arms race is maddening," he affirms, "but it is not madness." He goes on to argue that "militarism is not a mere malfunction of government tut the very basis of governmental power." "Those who wield that power" he contends, "deploy their weapons, mass their armies and invest their treasure in ways they believe will advance and protect their interests (Kopkind, 1981, p. 280).
