ABSTRACT
The United States and the Soviet Union have thousands of nuclear warheads targeted on each other's cities. They also have weapons aimed at other targets - military, industrial, logistical, but the heart of the deterrence theory on which the defense of the two superpowers rests is the ability - and willingness - to kill large numbers of people simply because they are citizens of the enemy country.
