ABSTRACT

The human species may be better prepared for transition to a new system of world order than is generally evident, especially to those accustomed to thinking about change in the short time horizons of power wielders. The world-order consensus fashionable among world leaders presupposes the persistence and adequacy of the state system. Constructive efforts at world-order reform will be directed towards making the state system operate in a more moderate fashion rather than in transforming it into something quite different. There are serious inadequacies associated with regarding moderation of statecraft as a world-order solution rather than a stopgap. The institutional arrangement seeks to embody the value priorities underlying proposals for world-order reform as put forward by World Order Models Project (WOMP)/USA. WOMP/USA is seeking to deal only with the establishment of minimum preconditions for tolerable human existence, free from high risks of catastrophe and misery.
