ABSTRACT

The range of capacities among nations to engage in satellite-based educational program development and distribution runs the gamut from those with very little infrastructure and financial resources to those with operating and full program production capability. Since program quality is the key factor in determining the success of an educational project, a majority of nations have initiated their educational efforts with experimentation in program production. Brazil has made good progress in developing its radio and television production capacity and is working toward the launch in 1985 of its domestic satellite system. Brazil has also demonstrated initiative in its ETV Maranhao project, begun in 1969 to combat the severe lack of public school facilities beyond the fourth grade. The SACI project and its accompanying pilot project “EXERN” have demonstrated Brazil’s ability to design and implement a satellite education program. The Educational Media Services Division of the Kenya Institute of Education produces the formal, in-class educational radio programs.
