ABSTRACT

This chapter outlines development goals, development strategies, and methodologies for determining optimal country strategies. The major objective is the technology transfer issue with the working hypothesis being that there is no "package" of technology which can be transferred to end-users and, in fact, that the whole concept of a "package" has been deleterious rather than useful in designing development strategies. Far more important is making a decision to make a decision to view the planning process, and the technology process associated with it, from the client's viewpoint with that decision must be a recognition that every situation is different. The most important factor is recognition that each development situation is different, that the technological change process is primarily a human one, and that development planning should start with a long-term view from which short-term goals or the targets are set.
