ABSTRACT

This chapter is concerned with some of the special macro aspects of development process as they apply to marine fisheries, particularly institutional elements and linkages at the macro level. It may well be that a concern with marine fisheries is somewhat out of the mainstream of overall economic development. Although fisheries management is usually a function of a national government, there are strong local or regional interests to be considered. The need for involvement with other national governments, international organizations or regional commissions stems from the nature of the resource and the fact that fish swim freely across national boundaries. The role of donor governments, operating bilaterally, in providing assistance to Less Developed Countries requires some comment with respect to fisheries. A central problem in any regional management system is that each national government must surrender some of its authority, an action that most states are loathe to accept.
