ABSTRACT

Transit agencies are well aware of the potential for crime and terrorist activities to occur on their facilities. „ey have instituted new policies or strengthened existing strategies to overcome some of the challenges presented by the openness of public transit facilities and their multiple uses. Strategies must be developed for apparent contradictions; some facilities are potential targets because of their iconic status or strategic locations in busy business districts; others are targets for the opposite reason: they are isolated and used infrequently, but on a regularly occurring pattern.
