ABSTRACT

Problem solving is an integral component of the evaluation process. From building trust with stakeholders to comprehensive data collection and recommendation/follow-through buy-in, problems can occur at each phase of the evaluation process. Each evaluation will present with challenges that require the evaluator to engage various stakeholders to develop meaningful, measurable, and collaborative solutions. This chapter explores the process of problem solving while navigating multiple stakeholders, competing agendas, and a highly publicized environment. Specifically, this chapter highlights the problem-solving process within the context of a state-funded Prekindergarten program evaluation where data collection has stalled. Throughout this chapter, the reader is engaged in a thoughtful and transparent conversation concerning the challenges and opportunities faced while navigating difficult decisions during the evaluation process.
