ABSTRACT

Each evaluation is an opportunity for the evaluator to support the organization in creating a narrative that highlights their strengths, weaknesses, and opportunities. However, challenges can arise during the process of narrative creation that can influence data collection and evaluation outcomes. The TCS School Program Evaluation chapter explores navigating a high-stakes evaluation process when there is significant alignment between the stakeholders and evaluators, but a shift in power dynamics is created via the removal of key evaluation stakeholders. Three areas explored in this chapter include balancing conflicting stakeholder needs and interests, challenges engaging in culturally responsive evaluation (CRE), and utilizing a reflective posture in interrogating the American Evaluation Association guidelines for working with diverse populations.
