ABSTRACT

This chapter presents a case as an open-ended “problem” – an extended description of a multi-year evaluation that illustrates both many successful approaches and a number of challenges that evaluators commonly face. The open-ended aspect means that questions, challenges, and opportunities for readers to consider what similar or different choices they might make are not explicitly identified as such. An initial task is therefore determining what elements could have been addressed differently and whether a different approach might have been more or less appropriate and successful. Some information regarding the specific cultural elements and characteristics of a number of those involved in the evaluation are detailed, although readers are also invited to consider both how those elements might have affected the course of the evaluation and how people with other characteristics might have acted in other ways.
