ABSTRACT

In the United States the anti-nuclear movement has manifested itself in the form of a campaign ‘to freeze’ nuclear weapon deployments and modernization programme. Central to the concept of a nuclear freeze is the notion that war, in the nuclear age, is no longer an effective instrument of policy. The catch-all slogans of proponents of this view, ’One World or None’, has emerged as a popular theme of the anti-nuclear ‘left’ in the United States. Prominent in the nuclear freeze campaign are prestigious professionals, notably physicians and clergymen, who hold that nuclear weapons are immoral and should be banned from the face of the earth. Negotiations to limit offensive nuclear deployments are more promising; especially if Moscow thinks it can extract significant political concessions from the United States. The effect of a nuclear freeze would be to place a moratorium on further weapons deployments, while offering no incentives for reducing the current levels of United States and Soviet nuclear stockpiles.
