ABSTRACT

This chapter addresses the current situation of interstate short sea shipping (SSS) within the Association of Southeast Asian Nations (ASEAN). It examines the feasibility of the identified routes for the operations of Ro-Ro SSS between ASEAN member countries and proposes a decision-making model that was developed using the analytic hierarchy process (AHP). The AHP model may be used to examine the suitability of proposed interstate routes within the ASEAN. It concludes with an emphasised on the importance of government assistance at initial period to ensure sufficient time is given before the SSS service is recognised as a regular and reliable service by prospective users.
