ABSTRACT

The significant growth of the ICT sector in Serbia in the last decade (2010–2019) has led to it becoming one of the strongest sectors. In this chapter, we investigate the potential of ICT and its ecosystem, with the assumption that the ICT sector can be a driving force of the economic and social transition of Serbia. Supported by our analyses of (a) the potentials of the ICT sector in Serbia, (b) the human resources involved, and the new graduates who potentially will join the ICT sector, and (c) the level of cooperation between business and R&D in the field of ICT, we identified the challenges to the ICT sector, the human resources involved in the R&D side of the ICT sector, and the main knowledge providers in the field of computer sciences in the National Innovation System of Serbia. Methods we used in these analyses were desk research on human resources in the ICT sector; a survey of software companies operating in Serbia; and network analysis of the institutional cooperation of quadruple helix organizations. In concluding remarks we stress suggestions to be considered from all parts of the quadruple helix regarding the development of ICT in Serbia as a driver of economic and social transformation.
