ABSTRACT

State-level actors are increasingly collaborating to find innovative ways they can reduce greenhouse gas emissions and advance climate policy. One of the most prominent such collaborations has been states that are creating and operating joint regional carbon markets. Another is state attorneys general (AGs) who have been working in concert to push for affirmative policies to reduce greenhouse gas emissions, hold carbon polluters to account, and oppose attempts to weaken existing climate rules and regulations. This chapter explores strategies employed by both these entities, challenges they have faced, and what they have accomplished.
