ABSTRACT

This paper demonstrates how the Theory of Cultural Complexity (TTOCC), formerly known as 'cultural theory', may be applied in practice to inform the strategic management of risk The paper is set out in three parts. Part I reiterates the essence of TTOCC and shows how this offers insights in understanding variations in risk prone behaviours and risk perceptions. Pan II considers alternative approaches to cultural analysis and then demonstrates the effectiveness of TTOCC at the base level of face-to-face work relationships. Part III then relates how these insights have been used within a major Hcrme Office programme to develop standard software applications for the British police service. The programme's strategy for managing risk was founded on an awareness of the cultural differences in risk perception.
