ABSTRACT

Whereas most countries continue to move away from classic bureaucratic systems, the target solutions do not involve the return of the big state (the Leviathan), a new universal best-practice organisational model, or a privatised model of government. Instead, new reforms appear to show preferences for different laboratories of innovation and organisational diversity. Current trends also challenge the concept of separation between public administration and society, the acceptance of rationality, standardisation, and, increasingly, the rule of law. This article discusses the implications of the current process of fragmentation, flexibilisation, and individualisation as they affect the V4 countries.
