ABSTRACT

Integrated baseline plans express the initial expectations of the principal project stakeholders. Project baselines are determined at or immediately following the time of project authorization. The practice of project controls has moved on from its origins in the analogue age of wall-mounted charts, typewriters, drawing boards and mainframe computers and is firmly entrenched in the digital age. The essential starting point for establishing project baselines is the project description and scope, as documented in the internal project authorization document or client contract. Approved changes during the project lifecycle will usually cause divergences from the original baseline. The initial risk assessment should be performed to identify all project risk. Actions for risk mitigation and improvement should always be taken after critical path analysis has identified the available float of all activities, and critical activities have been identified.
