ABSTRACT

This chapter describes the integrated baseline review (IBR) procedure, which is necessary to establish whether or not the processes used to produce the integrated baseline have been followed sufficiently well. Typical IBR lines of enquiry will aim to establish whether or not the WBS effectively captures the entire project scope. These difficulties provide good reasons for challenging proposed cost and budget baselines as part of the IBR. Typical IBR lines of enquiry for cost, budget baseline and cash flow should result in a well-considered and independent view, so that these critical components of the integrated baseline achieve a level of confidence that minimizes the risk of unwanted surprises later. During the IBR the lead person from the review team will conduct the interviews, supported by the subject matter experts.
