ABSTRACT

Maturity models have become a useful tool for assessing organizations’ current governance capabilities and for helping them to improve these capabilities in a structured way. Each of these models is a hierarchy that describes the characteristics of effective governance processes. The Office of Government Commerce, owner of Portfolio, Programme and Project Management Maturity Model, is an office of Her Majesty’s Treasury within the UK government and is responsible for improving value for money by driving up standards and capability in public sector procurement. It is important for organizations to agree the levels at which they need to be. Not all organizations will be able to reach the highest levels and for some the level of investment to reach the highest levels will not provide a payback. Undeveloped or incomplete processes mean that the necessary activities for better practice are either only partially performed or not performed at all.
