A chapter that uses case studies to bring out three of the main themes of the book: first, that Byzantium was central to the pre-modern global past; second, the importance of the local; and third, the importance of a comparative perspective. Holmes argues that power is a social transaction and examines the everyday processes by which power is sustained.
