ABSTRACT

The corrections work relating to the care of adult inmates in Thai prisons is under the responsibility of the Department of Corrections, Ministry of Justice. However, the supervision of youth offenders is under the responsibility of the Department of Juvenile Observation and Protection, Ministry of Justice. In addition, the treatment of offenders in the community and probation of both child and adult offenders is under the responsibility of the Department of Probation, Ministry of Justice. Accordingly, the Ministry of Justice has three departments that are responsible for the care of both child and adult offenders, and the detention facilities and community corrections. Furthermore, the Ministry of Justice includes the Thailand Institute of Justice (TIJ) that serves as a supporting unit to promote and propel compliance with international standards regarding inmates, especially the Nelson Mandela Rules and the Bangkok Rules, including correctional reform. In general, the officials who work in these four organisations work in an interrelated and mutually adaptable way because the nature of the work is similar. This chapter examines the prison system in Thailand from the perspective of Nathee Jitsawang, Ex-General Director of Department of Corrections.
