ABSTRACT

More important is the fact that the growth of telecommunication services has depended upon the prevention of competition on the grounds that these are public services. While in theory there is a monopoly element in the telecommunications part of information trade, its market is contestable inasmuch as potential entrepreneurs can offer the same services outside the control of the monopolist, provided there is no legal barrier to entry. Telecommunication and Data Services have been defined as a “core service” enabling input into the production and delivery of other services and goods. Within the Asia-Pacific region, Association of South East Asian Nations along with the Asian dragons have been identified as one of the fastest growing telecommunications markets in the world. Several developing countries have submitted proposals in the Uruguay Round to separate conditions for market access from those for modes of delivery.
