ABSTRACT

The term 'Integrated Regional Development Planning' indicates a parallel, simultaneous, correlated and coordinated planning of the three main economic sectors: agriculture, industry and services. At the macro level, the major development planning target is usually the maximization of regional income expressed in terms of GNP or GPD. This target is quite adequate for the macro-planning of the primary and the secondary sectors, but does not apply to the planning of the services sector, and is particularly invalid for the planning of public services. A public service facility may remain closed, even if it was 'contributed' by one of the assistance agencies, as long as the community is unable to secure the necessary funds to finance its share in the operation expenses. At times, the cost of operating such a facility for two consecutive years may equal the amount needed to establish it.
