ABSTRACT

Indonesia's Ministry of Finance (MOF) adopted two hundred microcomputers in 1984. MOFs experience since that time reveals critical conditions determining positive and negative effects of microcomputer adoption. Tb establish the context within which microcomputers were adopted in MOF, this chapter provides a brief description of the structure of the Ministry of Finance. It discusses the macro-level conditions that convinced ministry officials of the need for improved information systems and the circumstances that led to the introduction of microcomputers. The chapter explores the adoption process, examining the goals and approaches of the major departments involved. Considerable attention is given to local MOF offices' response to the microcomputers. The chapter briefly examines the impacts on employment and job quality that ministry staff have experienced or anticipate. Finally, it presents some wider lessons that can be derived from MOF's experience in adopting microcomputers.
