ABSTRACT

Originally, human communication and the learning deriving from it was confined to face-to-face contact. The advent of informatics (the combination of computers, video, and telecommunication) suddenly makes it possible to convert information whether print, pictures, or sound—into digital form and to transfer it instantly either locally, nationally, or internationally through telephone lines, satellites, or FM radio. Moreover, it enables an interactive learning process by the receiver that no previous information-transfer system has permitted. Achievement in government-sponsored development has been measured by the activities of the organizations established for development. Thus, achievement has been defined in terms of roads, railways, and irrigation infrastructures built; school places created and numbers literate and educated; health services provided and numbers immunized; quantities of food produced, power generated, boreholes bored and pumps provided, funds disbursed; and so on.
