ABSTRACT

This chapter focuses on the Basic Human Needs (BHN) development approach. It examines how BHN resources can best be channelled to meet the development needs of the poor and the very poor. The chapter argues that Private Voluntary Organizations (PVOs) are particularly appropriate vehicles through which to achieve BHN objectives. It seeks to examine the role of PVOs in BHN strategies for development and to focus more forthrightly on the potential contributions PVOs could make to expanded BHN approaches. The chapter discusses the nature and purpose of the BHN strategy as well as the nature and functions of PVOs as vehicles for development aid. It considers how PVOs could be utilized more systematically in various strategies of BHN assistance. Expanded use of PVOs as BHN development assistance vehicles, faces a number of potential political obstacles from a variety of sources.
