ABSTRACT

Creation of a "space" where voluntary organizations, autonomous local governments, cooperative ventures, and small-scale enterprises can thrive should be a major item on the development agenda. Support for local government and local initiatives can take two forms, one preferred the other acceptable. Most decisions regarding project termination, continuation, or redesign require knowledge of a "structural" kind--who is doing what to whom; major factors affecting significant decisions; whether or not innovations offered are broadly appropriate to local circumstances. Building on the considerations that have been discussed above, several recommendations can be made which, if implemented, would go far in achieving Appropriate Administration. External private voluntary organization must adopt local autonomy as a dominant end and appropriate administration as a fundamental means. Building local autonomy is essential for socioeconomic development. Some of these recommendations may be useful in achieving it.
