ABSTRACT

Problems of funds and institutional contexts are more profound in regard to generating a dozen or so top diverse social scientists and other analysts who become authorities on Quebec, and on United States (US) relations with Quebec, in the respective fields. Most exchanges are with anglophone Canadian families and institutions. Quebec can avoid bureaucratic pitfalls in many programs with the US in which others, including the Canadian government, have often fallen, whereby numbers rather than talents attracted appear a more important criterion. Given the persisting inward-looking proclivities of many Quebec intellectuals and of the society on which these proclivities are based, drawing these individuals constructively into labors will be no mean task. The task of developing serious interest in and expertise on the US in Quebec, will require a significant shift of priorities. The US group most interested and influential with respect to Quebec and in contact with its counterparts there is the business and financial community.
