ABSTRACT

The Citizen Advisory Committee was the key technique employed by the consultant to represent various interests and community points of view on the project. The consultant also helped the co-chairmen develop the process of decision-making. The original powerhouse, a wooden structure called the T. W. Sullivan Station, had been built across the river in 1899 for the purpose of sending electricity to light the streets of downtown Portland, 14 miles to the south. During the middle of the process, he addressed the Tri-Cities Chamber of Commerce, where he presented a speech entitled "Public Participation in the Willamette Falls Hydro Project" or "How Pacific Gas and Electric Company Finally Got a Hearing Aid." On the drawing boards and ready for the permit process was a proposal to build a hydro plant on the east shore at Willamette Falls, ten miles south of Portland.
