ABSTRACT
This part introduction presents an overview of the key concepts discussed in the subsequent chapters. The part analyzes popular participation in African development planning and management. Popular participation is in terms of those policies and practices which facilitate citizen access to decision-making and are embodied in the administrative system and process. The part presents a degree of variation in popular participation depending on the regime's ideology. The market-economy states surveyed, do not encourage citizens to participate in development management and planning. The part provides a case study of a participatory strategic and evaluation exercise undertaken by an international donor agency in collaboration with the host country government. It focuses on local participation in food and nutrition programs in Upper Volta and Togo. Prom 1978 to 1980 Ryan was involved in managing nutritional health programs sponsored by the Catholic Relief Services in Upper Volta and Togo.
