ABSTRACT

This chapter presents numerous incidents of harassment and attempts at intimidation undertaken by other official government agencies, such as the Federal Bureau of Investigation (FBI). In 1984 and 1985, the House Judiciary Subcommittee on Civil and Constitutional Rights held hearings that raised some disturbing questions about the magnitude, purpose, and ultimate responsibility for actions undertaken by the FBI and other government agencies. Academics and researchers investigated various aspects of Nicaraguan life. The Nicaraguan Embassy in Washington, D.C., was allowed to remain open and to issue travel visas, this action supported the administration policy of making it increasingly difficult for US citizens to travel to Nicaragua. Persons who traveled to Nicaragua were not only subject to harassment upon their immediate return to the United States at Customs. Under US statutes the FBI investigates a wide range of crimes against the United States.
