ABSTRACT

The United States is in trouble that goes far beyond a single national election or its results. The dubious doctrine of "American exceptionalism"—based on the idea that this country is unique, or that God takes special care of babies, drunks, and the United States of America—is a misconception that may prove fatal. A 1979 study by noted Soviet Americanologist Professor Yurdi I. Nyporko, entitled, "Constitutional Inter-relationships between the President and Congress of the USA," announced appreciatively that "tensions rise with greater frequency within the bourgeois governmental mechanisms." Missouri congressman Richard Boiling, chairman of the House Rules Committee, has introduced legislation to set up a grand "Commission on More Effective Government" to "study the organization, operation and functioning of all aspects of the federal government." Effective reform of the federal government would be best served by a quasi-parliamentary transition.
