ABSTRACT

The Governor's Regulatory Relief Task Force was established by Executive Order 1982-2 by Governor Dick Thomburgh on May 1, 1982 with the expressed purpose of improving government regulations. Regulatory Analysis, prepared by the agency proposing the regulations; develop a regulatory agenda; review new regulations; review existing regulations; and give the public and legislature an early and meaningful opportunity to participate in the development of regulations. The Dr. J. Ronald Fox Model proposes regulatory forums to facilitate the process of regulatory negotiations. The impetus for regulatory reform throughout the nation in the early 1980s caught the attention of the executive and legislative branches of government in Pennsylvania. The Manufacturers Association of the TriCounties (MATCO) is an association of approximately 60 industries located in Beaver, Butler, and Lawrence Counties in western Pennsylvania adjacent to Allegheny County. Conversely, the forums on hazardous waste management variances included only representatives from the environmental community and officials from MATCO, representing business and industry.
