ABSTRACT

This chapter presents discussion of Technical Co-operation Among Developing Countries (TCDC) to actions and functions which can strengthen research and development (R&D) activities in their interaction with the production system. The highly industrialized countries generally have greater expertise in high technology areas, yet some of the more advanced developing countries have equal or greater knowledge in other important technologies. Directors of many R&D centres have indicated a need for an integrated approach to obtaining expert assistance. Governments in more advanced developing countries should extend opportunities for training to people in least developed countries as the first step in TCDC. In Latin America and Southeast Asia, where governments have taken the initiative, effective programmes of technical cooperation are taking place between institutions and organizations in the regions.
