The process calls for some degree of adaptation and innovation, which sometimes can be much more difficult than developing a "new" technology of their own. A "total approach" to the development of small enterprises requires that both modern and appropriate technology be accessible to them. An effective transfer of technology programme is very labour-intensive. It can only be successfully implemented by people—a cadre of well-trained and creative technical information and industrial extension specialists who are the vital links between sources of technology and the entrepreneurs in the countrysides. Training programmes and seminars are being focused on specific technological subjects, TECHNONET, for example, has conducted technical workshops on fruit and vegetable processing, wood furniture, foundry and heat treatment. A Filipino industrial extension engineer from the University of the Philippines, Institute for Small Scale Industries devised a cradle which resulted in an annual saving of at least US $800,000 for a garment manufacturer.
