ABSTRACT

The 1981 per capita income is estimated at about $519. However, this figure provides a distorted view, for in the poorest areas of Java earnings may be closer to $100 as compared to the $170 average for all of rural Indonesia. This chapter examines the broad problem of rural public service delivery in Indonesia. It presents a review of the state of the delivery of several basic rural services — health care, education, water supply and agriculture. The chapter also examines major government efforts at extending rural services under the national development plans and specific programs. A brief summary of Indonesia’s vital statistics will point up the critical needs. In 1982 estimates show the crude death rate at 16 and a life expectancy of 48. It is important to note that there are significant differences with respect to the social indicators between the islands and between rural and urban areas.
