ABSTRACT

A variety of irrigation water distribution rules are presently being used in different parts of the world, ranging from informal systems permitting unrestrained capture whenever water is available to relatively sophisticated systems of water allocation on a volumetric price basis. The selection of a specific institution or institutional arrangement, however, depends both upon technical issues of water supply and system design, and how a particular society chooses to weight the various conflicting social goals relevant to water allocation (Maass and Anderson, 1978).
