Statement on Vietnamese Volunteers in Kampuchea, February 23, 1983

[A Laos-Vietnam-Kampuchea Summit Conference was held in Vientiane, February 22-23, 1983. In a “Statement On the Presence of Volunteers of the Vietnamese Army in Kampuchea,” the conditions under which Vietnamese “volunteers” were in Kampuchea and a phased withdrawal plan was formally set out.
