[During the Sevententh ASEAN Ministerial Meeting in Jaharta, July 9-11, the Foreign Ministers toughened their language with respect to Vietnam’s obdurateness. A new tone was officially added, however, when they adopted Sihanouk’s concept of “national reconciliation” which would allow a possible future role for the Heng Samrin regime.
