ABSTRACT

Verification of the destruction or limitation of arms should be earned out both by national technical means and through on-site inspections. The USSR resolutely stands for making the moratorium a bilateral, and later, a multilateral measure. We are also in favour of resuming the tripartite negotiations, involving the USSR, the USA and Great Britain, on the complete and general prohibition of nuclear weapons tests. The Soviet delegation in Geneva will be instructed to act in strict compliance with that agreement. We expect the same constructive approach from the US side. To prevent the arms race from spreading to outer space means to remove the obstacle barring the way to drastic reductions in nuclear weapons. To block all possibility of resolving the problem of space indicates a lack of desire to stop the arms race on earth.
