ABSTRACT

The Final Act underlines that there must be security also in the lives of the individual inhabitants of the participating States, based on respect for human rights and fundamental freedoms. The Final Act shows how even the smallest States and their inhabitants can make their contributions to the security of all. The Final Act recognizes that the participating States have the right to be or not to be a party to treaties of alliance and the right to neutrality, as rights inherent in sovereignty. In accordance with a decision taken in Madrid, Finland has assumed the task of preparing of organizing the Anniversary Meeting. The Final Act of the Conference on Security and Cooperation in Europe opens with a pledge by the participating States to promote better relations among themselves and to ensure conditions in which their people can live in true and lasting peace from any threat to or attempt against their security.
